MUP names its expenditures as official secret, thus avoiding opening of a public tender for vehicle purchase and informatic equipment.

Last year alone, The Ministry of Interior (MUP) became richer for 9.3 million kuna worth of vehicles and informatic equipment worth 3.9 million kuna.

Under the veil of official secret, four interceptors were bought, six investigation cars and 65 motorcycles.

As the Jutarnji list daily reports, MUP announced in July of last year how the interceptors were present in traffic, but the documents show Minister Kirin signed the decree on the establishment of the Commission for the provision of such vehicles only at the end of September, which MUP denies.

Apart from the vehicles and informatic equipment without the application of the Public Procurement Law, 4,000 water-proof jackets were purchased from the Astor company for police officers, each allegedly costing 1,500 kuna.

MUP has not been applying the law on public procurement since April 2006, and it is third on the list of institutions which spend state money. Namely, MUP orders which went through public tenders in 2005 amounted to 350 million kuna.

They claim at MUP that goods procurement is secret when it comes to specific goods which are not in free sale on the market, and which exclusively serve police and military needs, which would also mean that cars that MUP purchases were not in free sale.
