The new PM Zoran Milanovic promised at the beginning of the first session of the government that the majority of discussions will be open to public. The parts of the sessions will be closed only in exceptional circumstances.
But from the closed parts there will be official statements for the public. It was done also for the first session because the second part where they discussed the appointment of new deputies and Ministers’ assistants was closed to the public.
In the introductory speech Milanovic said that the year ahead would be very demanding.
- The total taxation won’t increase because tax burden in Croatia is already very heavy at the moment – the new PM said. He promised that workers and unemployed will pay the lowest price of tax reforms or they won’t pay it at all.
The proposal about the new interior organization of the whole state administration was accepted.
- Our intention is to lower the number of officials for one third and we have managed to do it. The number of deputies and Ministers’ assistants will be for one third smaller than the number of state secretaries and heads of public administration in the previous government. It is not revolutionary, but we will make some space for savings and it is a good starting point for the new government – Milanovic said.
The government also brought the decision about the change and amendments to the Law of Health Care. The most important change is, according to the Minister of Health Rajko Ostojic, that the reforming of emergency service which was proposed and started by the former minister Milinovic is being postponed until 6 months from now. The system has to be better prepared for the new way of functioning.
Rajko Ostojic said that the users of leasing will have two alternatives – either to come back into the system of Health Centers or to pay according to market prices and not according to preferential treatment.
The new regulations about the Foreclosure Law have also been brought. The implementation will start on the 1st July 2012.
Milanovic also said that this shouldn’t be realized as the bad news because the debtors have to be aware of the fact that all the bills must be paid. The government itself will show the same behavior by their actions.
