The city branch of HNS plans to found the Council for development of the city of Zagreb. The goal is to create a platform for future city development in the period from 2013 to 2020.
Existing model of city administration has been depleted and now we need to create new programs for revitalization. One of the main priorities is to ensure complete employment, specially employment of young people. Zagreb also needs reindustrialization and development of cultural, social, health and economic policy.
''Instead of cutting off rights, we need to create profit. Entrepreneurs need to return their production activates, as we need to emphasize the importance of Zagreb's culture'' - says Kovacevic. According to his indication Council would give ideas for possible realizations and propositions in order to improve the city administration.
Tomislav Stojak, the vice president of GO HNS for the city of Zagreb referred to the problem of cultural policy in Zagreb. He said there were no transparent criteria for money division among city promoters for culture. For example, independent scene will receive 55 million HRK and no one knows how this scene will spend that money. Urban culture receives less money than other segments, and other city theaters receive few million HRK for only two or three theatre shows per year.
HNS members criticized city administration for inactive role considering the Croatian National theatre. ''The ministry spends 100 million HRK per year for HNK and no one knows how this money is being spent'' . They said that the administration of the City of Zagreb should be involved in HNK's activity as well, not only the ministry of culture.
