There are also details about subpoenas the SEC has said were unanswered.
The SEC complaint, filed Feb. 17 in the U.S. District Court for the Northern District of Texas in Dallas, named Stanford, along with associates James Davis and Laura Pendergest-Holt.
1. R. Allen Stanford - chairman of the board, sole shareholder in Antiguan-based Stanford International Bank Ltd. (SIB) and sole director of the parent company, Stanford Group Company (SGC)
2. James M. Davis, U.S. citizen, offices in Memphis, Tennessee and Tupelo, Mississippi, director and chief financial officer of SIB and Stanford Financial Group (SFG).
3. Laura Pendergest-Holt, chief investment officer of SIB and affiliate SFG, supervises group of analysts in Memphis, Tupelo and St. Croix.
The three companies named in the complaint were:
1. Stanford International Bank - private international bank domiciled in St. John's, Antigua, West Indies, claims 30,000 clients in 131 countries, with $7.2 billion in assets under management. SIB sold certificates of deposit to U.S. investors through SGC, its investment adviser.
2. Stanford Group Company, Houston-based corporation registered with SEC as a broker-dealer and investment adviser. Has 29 U.S. offices. Principal business is selling SIB-issued securities, marked as certificates of deposit. SGC is wholly owned subsidiary of Stanford Group Holdings Inc., which is owned by Allen Stanford.
3. Stanford Capital Management - A registered investment adviser.
UNANSWERED SUBPOENAS
The SEC had previously subpoenaed three people to testify -- R. Allen Stanford, James Davis and O.Y. Goswick, a board member of Stanford International Bank.
"None of these witnesses appeared for testimony or produced a single document," the SEC has said.
