"He has been a driving force on our road to the finals and has a big desire to be a morale-boosting factor during the event but it's up to his club Arsenal of course," Bilic said.
"He is making very good progress and we expect he will be able to jog lightly by the time the European Championship starts but he will need plenty of time to make a full recovery."
Eduardo suffered a multiple foot fracture during Arsenal's Premier League match at Birmingham last month and is expected to be out of action for up to nine months.
