The impact of global warming on China is clearer each day, but climate change must be tackled in a way that allows sustainable development.
China's State Council, or cabinet, announced a national plan to combat climate change after a meeting chaired by Premier Wen Jiabao, the report said.
The plan, which will be unveiled in detail on Monday, also called for a system of countries bearing "shared but different" responsibilities to curb rising emissions.
