`It seems we are talking about a terrorist attack`, police spokesman Micky Rosenfeld said.
The shooting near a Jewish settlement in an area captured by Israel in the 1967 war occurred a day after Israel ended a 22-day offensive in the Gaza Strip.
Hamas militants have threatened they would avenge the Israeli incursion with attacks on Israelis.
"It seems we are talking about a terrorist attack," police spokesman Micky Rosenfeld said.
Rosenfeld said gunfire was aimed at a couple driving between two settlements near the West Bank city of Ramallah after dark, wounding the driver.
There were no immediate claims of responsibility from Palestinian groups for the shooting.
