A truck driver rang 999 on Wednesday after spotting flames coming from the side of the A1301 near the village of Hinxton in south Cambridgeshire, 40 miles northeast of London.
The Metropolitan Police said Bakhit was arrested on Friday after walking into a south London police station. He is due to appear at Highbury magistrates court on Monday.
