They enroll in April and already get a diploma in July, inspectors discovered and cancelled the diplomas.
Diplomas of two private faculties in Banja Luka and Bosanska Gradiska, which were cancelled by the Education inspection of the Bosnian Serb entity of Republika Srpska, were obtained in six, and some in three months in average, the inspectors say, the Banja Luka Nezavisne novine daily reports.
They enroll in February and get a diploma in June
-It was assured that students enrolled in legally prescribed dead-lines: June and September, but they were enrolled when they appeared on the faculties. They enroll, let us say in February, March or April even and already get their diploma in June or July of the same year- the inspectors determined.
RS Education inspection ordered the Faculty of business Economy with the “Aperion” University in Banja Luka and the Faculty of Business Management in Gradiska to cancel 169 or 125 diplomas they distributed to students, in a dead-line of 15 days, because they, as was determinated, were issued out illicitly.
From Engineering to the third year of Business faculty
Namely, students directly enrolled into the third year because diplomas of higher schools were approved or exams from other faculties, which are often not akin with this faculty. Thus, for instance, students who passed exams at Engineering or Civil Engineering faculty directly “got” into the third year, which was the case of the Gradiska faculty, or military personnel with high military school as was done at the faculty in Banja Luka, the Nezavisne novine writes.
Thus the Faculty of Business Economy in Banja Luka, under the Paneuropean “Aperion” University, implemented the over-qualification and qualification “programme” of military personnel, without the permit of the competent ministry.
-Terms “qualification” and “over-qualification” are not mentioned in the RS Law on High Education nor was it in the RS Law on Universities. These terms are applied in secondary schools only. Besides, the subjects and syllabus according to which these people got their diplomas are not in the faculty’s Statute at all- the inspectors determined.
Diplomas obtained in three months
It was stated with the inspection that these diplomas were obtained in three and a half, up to eight months` time maximum.
When it comes to the Faculty of Business Management in Gradiska, the verification showed, students were acknowledged two years of studies without criteria or rules.
-Students were enrolled without taking differential exams, which are a condition for the faculty entry. Some of them passed these exams subsequently or did not pass them at all, because they are missing form the vital registries- the check determined. Information on these students in vital registries are erased, crossed over, even entire pages were torn out.
Lecturer and student at the same time
The inspection determined a line of irregularities when it comes to lecturers of the Faculty of Business Management, owned by Ranko Bakic. Namely, it was stated that Bakic was a lecturer and a student at his own faculty at the same time. Bakic had a diploma of the Agriculture faculty in Osijek and no professional qualification to lecture at his own faculty. A similar situation is the one of his faculty` dean, Vladimir Stojanovic of Novi Sad, also an agronomist by vocation. Namely, Stojanovic taught eight subjects, those of economic sciences, as well as psychology, for which he also does not possess professional qualification.
