Police said they had also arrested a 30-year-old woman on suspicion of assisting an offender.
Michael Simon Wright, 17, was found with knife wounds opposite a railway station in Leyton late on Thursday and died shortly after being taken to hospital.
Scotland Yard said the suspect, from Stratford in east London, had also been charged with possession of an offensive weapon, a knife.
He will appear before Stratford Youth Court on Monday.
A 30-year-old woman arrested on suspicion of assisting an offender was released on police bail.
Wright was murdered only hours after another teenager, 19-year-old Kul Hawadleh, was stabbed to death at a petrol station in Wealdstone in northwest London.
