Watchdog faces heat over Conquest's demise

The first clues that now-defunct Conquest Vacations could be in trouble emerged six months ago, near the peak of the financial crisis, when the seller of packaged holidays ran afoul of provincial guidelines that stipulate how much cash it needed to have on hand to pay its bills.
