U.S. panel of judges order release of inmates in California

LOS ANGELES, Aug. 5 (Xinhua) -- Describing conditions in California's prisons "appalling" and unconstitutional, a panel of three U.S. federal judges has ordered California to shrink the inmate population to meet constitutional standards.
