Historic Agreement: US Still Shuns Cluster Bomb Ban

Representatives of over 100 countries are gathering in Oslo on Wednesday to sign a ban on the use of cluster bombs. Notable exceptions include the United States and Russia, but campaigners hope the stigma associated to the bombs will still have an effect.
