Clinton was addressing the donors meeting in Gaza where billions of dollars are being pledged to help rebuild Gaza after Israel's recent offensive. The U.S. Secretary of State announced aid of more than $900 million for the Palestinians. Aid pledges in total are expected to exceed $3 billion with the money going to the Palestinian Authority rather than channelled through Hamas which controls the Gaza Strip. Both the U.S. and the E.U. regard Hamas as a terrorist organisation. Neither Hamas nor Israel, the protagonists in the recent conflict, are attending the conference.
