As Obama eases into his first weeks of office he decided to send a high ranking delegation led by Joe Biden to set out the new post Bush U.S. foreign policy.
He emphasised diplomacy over military power and urged allies to take on more of the burden in tackling global crises.

"I come to Europe on behalf of a new administration, an administration that's determined to set a new tone, not only in Washington, but in America's relations around the world. That new tone is rooted in strong bipartisanship to meet these common challenges. And we recognise that these challenges, to need to meet them is not an opportunity, not a luxury, but it's is an absolute necessity."
Delivering the Obama administration's first major foreign policy speech, Biden effectively repudiated Former President GEorge W. Bush's "with us or against us " foreign policy.
He tried to turn the page on Bush's scepticism on climate change and called for a united effort to turn Iran away from its nuclear programme making clear the U.S. wanted to start talks.

"We will be willing to talk. we will be willing to talk to Iran, and to offer a very clear choice: continue down your current course and there will be continued pressure and isolation; abandon the illicit nuclear program and your support for terrorism and there will be meaningful incentives."
On Russia he said Moscow and the U.S. need to "press the reset button" to end a dangerous drift in relations between Russia and NATO.
And while promising Washington would consult and listen more to its allies he said it would also ask for more from them.
